What is e-Learning? What does it involve?

e-Learning has developed as a result of the convergence of the internet and learning – internet enabled learning. e-Learning, web-based learning, online learning and distance learning should be understood as implied in the following definitions:

e-Learning involves computers and interactive networks.

Web-based Learning involves learning materials delivered in a web browser, including CD-ROM or other media.

Online Learning involves content readily accessible on a computer – on the web, internet, a CD-Rom or on the hard disk.

Distance Learning involves timely interaction at a distance between instructors and learners, and enables timely instructor reaction to learners.

Blended Learning involves incorporating different learning styles that can be accomplished through the use of blended virtual and physical resources.

1. How does e-Learning work?

Distance learning, whether by e-Learning, web-based learning or online, must be effective particularly when the learner is studying alone. The online material needs to ensure understanding through clear description and illustration of the topic being studied.

2. Is e-Learning effective for seafarers?

In most cases the onboard trainee will have to develop understanding using the online material and personal resources. Assistance for the learner may be obtained from an e-coach available as. Shipboard trainees will need to seek help from fellow crew members, from texts or from audio-visual training programs available on board. If the vessel is in port or the trainee is on leave, then land-based learning resources can be accessed.

3. How is the e-Learning course syllabus structured?

Coverage of the course syllabus determines the material to include in a course, particularly for courses, which must meet STCW requirements. In some cases, the syllabus, which is normally determined by a regulatory body, requires knowledge of equipment and associated procedures used on modern ships. The e-learning course material will include such equipment or procedures. In addition, a description of equipment and procedures, can assist in the understanding of the equipment on modern ships and their operations.

4. Who is eligible for this program

This program is designed for local and international deck personnel aspiring to become Junior Deck Officers.

5. Are there any eligibility criteria for enrolling in the program?

There are no prerequisites for enrolling into this program. A basic high school qualification with a proficiency in English language is sufficient to enrol into the program.

6. Do I have to present any documents for enrolment?

You do not have to submit any documents for enrolling into the program. However, the candidate must fulfil and declare compliance as per the following criteria:

  • 1. Serving onboard ships in Deck department (( as A/B, O/S or Deck cadet only)
  • 2. Must have completed at least 18 months of sea time in Deck department on the ships of more than 3000 GT engaged in International voyages


7. How is this e-Learning program better than a classroom program?

The e-Learning program allows you to work at your own pace right from the comfort of your home.

8. What are the benefits of taking the program?

The program meets the requirements of STCW convention, as amended and is highly recognized by the international shipping industry.

9. What is the fee structure for the program?

The fee structure for the programs is as follows:
Certificate of Competency Class 3 (Deck) Preparatory Course (Phase 1, e-learning) (S$3000) excluding prevailing GST
Note : On successful completion of on-line Preparatory course , the candidates will need to enroll for 8 weeks of Phase 2 course, Fee S$4200/- excluding prevailing GST
Certificate of Competency Class 5 (Engine) MEO Preparatory Program (COC5)– 02 Courses - S$3210.00
Graduate Marine Engineer Program (GME) – 02 Courses – S$7490.00

10. What forms of payment do you accept?

We accept payment by credit cards, cheques or bank drafts or Telegraphic Transfer.

11. Can I pay the course fee in any currency?

Presently we accept payment in Singapore dollars alone. Kindly approach your bankers for a procedure to remit Cheque/DD in Singapore dollars.

12. Who is responsible for my credit card security?

Credit card security is maintained as per industry accepted standards and protected by secure socket layer.

13. Is the fee subject to change?

The fee may be revised from time to time at the discretion of the management. However, you will not be asked to pay additional fee once you have enrolled.

14. How do I enrol for the program?

You can complete the online registration process by clicking the button against the respective program in the 'Apply for program' page. The 'Apply for program' button is located on the login page at the bottom of the centre frame.

15. What is the system configuration and internet speed required to support the program?

A Pentium 4 PC with Internet Explorer 5.5, MS Office and Flash Player installed is sufficient. An internet connection with 64 KBPS is the minimum requirement. However, broadband internet connectivity will give you a better viewing experience.

16. How much time should I spend to study the program?

COC3 - The program is self-paced, and spending an hour or two everyday would be ideal to complete the program in one year. There is a 2-year time limit to complete the program.
COC5 – The program is self-paced, and spending an hour or two everyday would be ideal to complete the program in two months. There is a 6-month time limit to complete the program.
GME - The program is self-paced, and spending an hour or two everyday would be ideal to complete the program in 14 months. There is a 2-year time limit to complete the program.


17. How do I access the courses in the program?

Once you have enrolled, you will receive an email notifying you of your login details. Use your login details to log into the site. Click on the 'myLearning' tab in the home page to access your courses.

18. Whom do I contact if I encounter problems while accessing the program?

For support in using the product, contact elops@lighthouse.teledatamarine.com. You will be receive an email addressing your query 24 hours.

19. Is my progress in the program assessed? If so, how is it done?

Yes, your progress is tracked by the in-built tracking system in the program. After you complete a topic, it will be reflected in your 'myLearning' page as a progress bar. Additionally, after each assessment, the results of the scheduled tests are provided in the assessment section for your perusal.

20. Will the students be provided with an e-mentor?

The program is designed in such a way that you can track your performance with the help of the progress bar of individual courses within the program and the results of all the scheduled tests attempted.

An e-mentor will guide you regarding your queries.

21. How can I communicate with my e-mentor?

If you need an e-mentor, you will be provided with his email id. Else, you can mail the e-mentor for the respective course from the address book in the mail application.

22. Are there any bulletin boards?

There are discussion forums for every course, where you can post your queries and view the comments. These forums are also used to discuss any new incidents, trends or regulations.

23. Who prepares the subject matter content and approves the same?

Highly experienced supply chain management professionals and e-Learning experts work together to create these innovative courses. The program is vetted as per the rigorous professional standards and by industry experts.

24. How is the competence standard developed?

Singapore Maritime Academy has set up Committees of Experts (COE) and Examination Committees (EC). The members of COE and EC have been drawn from the logistics industry, maritime industry and supply chain management industry. The members ensure relevance of competence standards in terms of area of competence, depth and adequacy.

25. Do we have practice tests before taking the final assessment?

Each course has a 'Practice Test' in the assessment section. On completion of the course, you can take this sample test to refresh your learning, and to prepare for your final assessment. This will help you assess your understanding of the course. On submission of the test, you will receive a complete feedback for the same. This test does not have any pass percentage.

26. How is the final assessment conducted?

To complete the program successfully, the student has to take a scheduled test for each course. You have to score at least 70% in order to pass a test. Each test consists of 'multiple choice questions' that have to be answered within two minutes.

27. How many attempts do I get to pass the final assessment?

You have a maximum of three attempts to pass the final tests, failing which you have to re-apply for the test through your e-mentor, by paying an examination fee of $100 USD.

28. How will I be notified about the assessment statistics?

During the course, whenever an assessment is conducted, you will be notified about the assessment statistics via email.

29. Will I be given a certificate on completing the program/course?

On successful completing the program, a program completion certificate may be printed by the candidate themselves from the website.

30. When and how often are the courses updated in the program?

Whenever there are any changes that affect the content in the courses, the program will be updated. Additionally, to enhance the quality of learning, every new incident in the industry that affects shipping operations is addressed by updating the same in the course content.

31. What do I do if I want to split the program and take it over a period of time? What do I do if I decide to sail in between the program and want to continue after returning?

You are required to finish the course within two years of enrolment. However, you can send a request for temporary suspension from the program when you need to discontinue the program temporarily due to any reason.

32. How do I send my feedback on the program?

The feedback option is provided in our website, which will be periodically triggered to obtain the feedback from the candidates. Additionally you can also send unscheduled feedback concerning any part of the program to your eCoach (instructors assigned for a respective course or program), through the mail application provided within the program. Teledata solicits such feedback from the learners, and will address all the relevant issues to improve our services.
